  • Ordinance of the Grand Duke of February 12, 1979, with regular amendments, legalizes casinos and establishes a list of licensed games;
  • The law of July 20, 2002 provides for a list of rules for any kind of advertising and lottery.

Only two major operators operate in Luxembourg. Oeuvre Nationale de Secours Grande-duchesse Charlotte and Casino 2000, located in the resort town of Mondorf-les-Bains. Luxembourg Casino launched an active program in 2002 to protect against gambling addiction. All employees receive regular training. They update annually on training on how to identify problem players. Casino 2000 is considered to be the best in terms of software in the EU.

Gaming regulators

The Ministry of Justice issues licenses to private operators that offer customers sports betting, casino and lottery services. If the total number of lottery tickets is less than or equal to 12,500 euros, the permit is issued by the Council of Elders (Collège des Bourgmestre et Echevins) or the municipality where the lottery is held.

The National Lottery is regulated by the Grand Duchess Charlotte National Trust. It is a non-profit organization that reports to the Prime Minister and the Minister of State. Proceeds from the state lottery are used for charity.

Casino 2000 is the sole holder of a casino license. If another candidate for gambling production appears in Luxembourg, the State Council will investigate by law and issue a permit, depending on the extent to which the operator meets all the requirements.
