Two new responsible gambling initiatives have been launched in Peru, focusing on education and the prevention of problem gambling. Peruvian gaming lawyer and regulatory specialist Sergio Poves Vidal said the first activity linked to the initiatives was an online workshop for staff from the Sociedad de Beneficencia de Huancayo, a locally based public institution that provides social protection services to vulnerable groups.

AIGER and IPJR set out their roles

Poves announced the launch of the Asociación de iGaming Regulado y Entretenimiento Responsable (AIGER) and the Instituto Peruano de Juego Consciente y Responsable (IPJR). According to him, AIGER is intended to contribute to the responsible development of Peru’s sports betting, online gaming, and lottery sectors. IPJR will have a more specific educational and preventive role, with activities centred on training, awareness, and the prevention of problematic gambling behaviour.

The announcement presents the two bodies as related initiatives with different areas of work. AIGER has a broader industry focus, while IPJR is intended to concentrate on the social and educational side of responsible gambling.

Poves said the project was built around the view that the gambling industry should take an active role in prevention, education, and player care. His initial announcement focused mainly on the organisations’ aims and initial activities rather than on details of their membership structure or longer-term programme of work.

First workshop held with Huancayo charity staff

The first reported activity linked to the new organisations was an online workshop for employees of the Sociedad de Beneficencia de Huancayo. Poves said the workshop opening included participation by the Dirección de Sociedades de Beneficencia, which is part of Peru’s Ministry of Women and Vulnerable Populations.

The ministry’s official description of the directorate says it is responsible for coordinating, supervising, and evaluating policies, rules, plans, and programmes concerning Peru’s Sociedades de Beneficencia. Its wider remit is connected to the management of these organisations and the provision of services for vulnerable groups.

The involvement of a Sociedad de Beneficencia is relevant because these organisations operate in Peru’s lottery sector, which is overseen by the Ministry of Women and Vulnerable Populations under a separate regulatory framework. AIGER says it intends to operate across lotteries, online gaming, and sports betting, covering several segments of Peru’s gambling industry. Poves described the Huancayo workshop as the initiative’s first step, with training and education forming part of IPJR’s stated remit.

Responsible gambling already forms part of Peru’s regulatory framework

The launch comes as Peru continues to enforce its regulated online gaming and remote sports betting market, more than two years after the current regulatory framework took effect in February 2024.

Law No. 31557, as amended by Law No. 31806, includes responsible gambling and the protection of minors and excluded players within Peru’s regulatory framework for remote gaming and remote sports betting. The law calls for responsible gambling policies aimed at protecting vulnerable groups and preventing addictive gambling behaviour.

Licensed online gaming and remote sports betting operators must promote responsible gambling and maintain procedures allowing players to voluntarily exclude themselves. Failure to comply is classified as a grave infringement under the regulations.

Mincetur remains the national authority responsible for regulating, authorising, supervising, and enforcing the rules for remote gaming and sports betting. The ministry has continued to emphasise responsible gambling alongside formalisation and consumer protection as the regulated market develops.

AIGER and IPJR are entering a market where responsible gambling is already a legal requirement for licensed online gaming and remote sports betting operators. AIGER says it will focus on the responsible development of lotteries, online gaming, and sports betting, while IPJR will concentrate on training, awareness, and prevention.
