Serbia’s Games of Chance Administration has introduced detailed regulations governing jackpots in licensed gambling operations. The new rules clarify how operators must organise jackpot systems, document compliance, and exchange data with regulators.
The regulation sets detailed conditions for legal entities organising jackpots within special games of chance. Operators must obtain annual approval from the Games of Chance Administration before launching or continuing any jackpot system. This approval applies to a defined calendar year and requires a formal request submitted within prescribed deadlines.
In addition, the regulation limits total jackpot payouts to 20 percent of the base amount calculated from stakes minus paid winnings. This cap applies across betting, gaming machines, and online games. However, the rules allow an exception when a third party fully finances the jackpot without reducing the base used to calculate regulatory fees. Organisers must also submit internal decisions on jackpot implementation, detailed jackpot rules, and proof that the system complies with technical standards.
The regulation also introduces strict technical and procedural requirements for jackpot systems. Operators must use certified random number generators that meet statistical randomness criteria defined by the regulator. Moreover, jackpot systems must ensure secure data processing, storage, and transmission, including protection against unauthorised access and data manipulation.
At the same time, organisers must enable continuous and secure data exchange with the Administration’s central information system. The regulation requires operators to maintain detailed records on jackpot contributions, payouts, and system activity, which must remain available for inspection. In addition, operators must allow regulatory audits and system examinations upon request. The Administration may deny or revoke approval if an operator exceeds payout limits or fails to meet technical, reporting, or documentation requirements in the current or previous calendar year.
