PlayCity announced that all three active lottery operators in Ukraine — M.S.L., the Ukrainian National Lottery, and Patriot — have submitted applications to participate in the national licensing tender by the December 29, 2025 deadline.
The tender marks the first official step in updating licenses in over a decade and aims to streamline the lottery market, which has long operated without up-to-date licenses.
According to PlayCity CEO Hennadiy Novikov, current legislative restrictions significantly reduce the likelihood of new, including international, operators entering the market.
Licenses are planned to be issued for the duration of martial law, plus an additional year, but the total term will not exceed three years. This approach is intended to provide time for legislative modernization and to develop mechanisms for a larger-scale relicensing process in the future.
Key tender requirements include a well-developed regional network, at least 5,000 sales points and terminals, an in-house electronic betting system, a .UA domain, and a minimum of three years of experience in conducting state lotteries.
