On the basis of the amendments made to the Law "On Organization of Lotteries, Gambling and Profitable Games" adopted at the end of last year, databases of "prohibited" and gambling addicted persons should be created by March 1.
In particular, in accordance with the law, the procedure for producing the list of dependent persons is determined by the normative act of the Minister of Finance, and the procedure for producing the list of prohibited persons is determined by the normative act of the government. According to Article 3 of the same law, the government and the Minister of Finance must ensure the adoption/issuance of normative acts provided for by this law no later than March 1, 2022.
The head of the administration of the association, Giorgi Mamulaishvili, doubts that the Ministry of Finance will be able to maintain the databases before the first of March. Therefore, the association proposed to postpone the implementation of this part of the law to the Ministry.
"Our proposal was to postpone the regulation for a certain period of time. At least three months. Unlike the process of passing the law, now a constructive dialogue is going on, now they listen to us and take our opinion into account. Time will tell if it will be postponed or not. They should agree with their leadership and what policy the leadership will have, the question of postponement will depend on that. "This is a political decision from the beginning to the end and it did not serve any other purpose," says Mamulaishvili.
For information, a person, based on his application, requires his data to be included in the list of dependents, as well as his family member becomes authorized to request the inclusion of a person's data in the register.
As for the list of prohibited persons, persons employed in budgetary organizations, regulatory bodies, the National Bank and family members registered in the single database of socially vulnerable persons will be prohibited from participating in gambling and profitable games.
