This is a continuation and the second part of the interview with Rumen Spetsov , Director General of the National Revenue Agency of Bulgaria (NRA), in which we discuss the country's potential to combat the black market, strengthen international cooperation and set new trends in the new year.
– You are making significant efforts to strengthen control over the black market in the country. Could you tell us more about your work at the moment?
– Control over the black market in the gambling sector in Bulgaria is an important priority for the regulatory authorities. The main areas of work include:
Regulators conduct regular inspections of physical facilities and online platforms. The purpose of the inspections is to identify unlicensed operators and prevent illegal activities.
Active cooperation with the police and the prosecutor's office is carried out to investigate cases of illegal gaming activities. Organizing joint operations is a common practice.
Part of the effort is aimed at raising public awareness of the risks of the black market. Educational campaigns highlight the importance of playing with licensed operators and the dangers associated with illegal platforms.
Using technology to monitor and analyze online gaming activity helps identify unlicensed platforms. Regulators are implementing tools to track traffic and transactions.
Operator licences include obligations to comply with regulatory requirements. An important part of the control strategy is also the imposition of strict sanctions on unlicensed operators.
Amendments to legislation to make it easier to combat the black market. Regulators are working to improve legal norms to increase liability and toughen measures against violators.
In conclusion, the work on black market control in the gambling industry is constantly evolving and requires cooperation between different institutions and stakeholders. The goal is not only to protect legitimate businesses, but also to ensure a safe and responsible gaming environment for players.
– You have recently participated in several international conferences on gambling. Are there any practices from other countries that you would like to implement in Bulgaria?
– At such conferences, many innovations and approaches from different countries are discussed that could be useful for Bulgaria. Here are some ideas that, in my opinion, are worth implementing.
Во многих странах существуют централизованные платформы мониторинга азартных игр, которые объединяют данные от разных операторов. Это позволяет более эффективно отслеживать незаконную деятельность и повышать эффективность контроля. В настоящее время у нас такая система действует только для онлайн-операторов, но ее можно развить и внедрить в отношении всех операторов.
Успешные практики ответственной игры, включая инструменты для самоконтроля и платформы поддержки, могут быть адаптированы и внедрены в Болгарии. Такие программы предоставляют игрокам ресурсы и информацию, что помогает снизить риски зависимости.
Модели, применяемые в других странах, где операторы обязаны инвестировать в социальные инициативы и проекты, направленные на предотвращение игорной зависимости, могли бы быть полезны и для нашей страны.
Использование новых технологий, таких как блокчейн для обеспечения прозрачности и безопасности транзакций или искусственный интеллект для анализа данных и поведения игроков, может улучшить управление азартными играми и повысить доверие потребителей.
В некоторых юрисдикциях успешно проводятся образовательные кампании, направленные на информирование общественности и молодежи о рисках азартных игр. Эти подходы можно адаптировать в Болгарии для повышения осведомленности.
Мы уже движемся в этом направлении. Например, в этом году мы запустили совместную кампанию Национального агентства по доходам (NRA) и Таможенного агентства под названием «Ты не один». Эта инициатива направлена на информирование подростков о рисках зависимости от азартных игр (от NRA) и наркотиков (от Таможенного агентства), а также на продвижение безопасных и развивающих альтернатив для досуга, таких как спорт, музыка, театр и другие виды искусства.
С помощью этой кампании мы хотим охватить как можно больше молодых людей, информируя их о проблемах, связанных с азартными играми, и способах их предотвращения.
– Готово ли Национальное агентство по доходам (NRA) к сотрудничеству и согласованию своих практик с другими регуляторами? Можете ли вы привести конкретные примеры?
– Национальное агентство по доходам (NRA) Болгарии проявляет активный интерес к сотрудничеству и согласованию практик с другими регуляторами, особенно в вопросах борьбы с незаконными азартными играми и улучшения эффективности налоговых поступлений. Вот несколько примеров такого взаимодействия:
NRA принимает активное участие в международных сетях по обмену информацией с регуляторами из других стран. Это позволяет делиться лучшими практиками и анализировать данные, связанные с азартной деятельностью.
Агентство участвует в международных конференциях и семинарах, где обсуждаются актуальные темы и вызовы вместе с представителями других юрисдикций. Это предоставляет возможность для обмена идеями и стратегиями.
Several regulators from the European Union countries are organising joint projects and initiatives aimed at raising the standards of regulation and control in the gambling sector.
The NRA is involved in such initiatives, including trainings and working groups, for example together with the Dutch regulator within the framework of an agreement between the finance ministries of Bulgaria and the Netherlands.
There is cooperation with other jurisdictions in the area of implementation of new technologies for monitoring and control of gambling activities, which contributes to the improvement of the efficiency of the NRA.
– What are your priorities for 2025?
– The main priorities for the development of the gambling sector in Bulgaria for 2025 may be as follows:
Work to update and improve legislation to increase transparency and regulatory effectiveness, particularly in the context of online gambling.
Expanding efforts to control and monitor illegal gambling activities, including improved cooperation with law enforcement and international agencies.
Developing new initiatives and programs to promote responsible gaming, including educational campaigns and tools for player self-monitoring.
Investment in new technologies to improve gambling security, monitoring and management, including the implementation of blockchain and artificial intelligence-based solutions.
Increasing the involvement of operators in social initiatives and funding projects aimed at preventing gambling addiction and supporting vulnerable groups.
Raising public awareness of the risks of gambling and the benefits of dealing with licensed operators through active campaigns and educational programs.
